My condolences to all of the “Chin Family” and relatives and friends. I just came across the notice today and remember fondly a number of chance meetings in Boston Chinatown whether it was shopping for groceries or enjoying some dim sum, I would run into Uncle Frank. He always had a smile and took the the time to chat and ask how the family was. A very kind soul and I am happy to see he enjoyed a long life- my older brother (also named Frank Chin), sister and father knew him-they passed on too young but did have the chance to spend some time together. Bless you all.

While I never had the honor of meeting "Uncle Frank", his character and commitment to high esteem is reflected in his son Mark whom I have had the pleasure of working with for several years. Our sincerest and most heartfelt condolences are extended to his family and others Frank has left behind. Frank's memory will live on through those he has impacted throughout his well-lived life.
Sincerely,
The Dlubac Family

Sincere condolences to the Chin family.
I have not had the honor of meeting Uncle Frank but I feel like I know him. I'm keenly aware of Uncle Frank and Uncle Bill's lifelong commitment to the Chinese community in Boston. I am deeply grateful for their hard work, tenacity and genuine interest in their fellow Chinese Bostonians, especially the elderly. My mom was a resident at South Cove Manor at Quincy Point during the last nine months of her life.
Uncle Frank was a mentor to my nephew James and thru James, I heard many stories about Uncle Frank. I know one of his favorite snacks is fried clams Both Uncle Frank and Uncle Bill were friends and colleagues of my Uncle John Chun.
Rest in peace, Uncle Frank. Your many years of dedication and love for the Chinese community will now serve as guiding light for future generations.

“Uncle Frank” is my friend, my teacher and my idol. I never forget those days we worked together for fund raising, the contributions of building Kwong Kai Chinese School, Chinatown, Boston, Massachusetts. He lives in our hearts forever! ❤️

It is hard to believe it had been 53 years. By and large, we locked steps all the way. Shortly after you became the City's Purchasing Agent for Mayor White, thanks to you, I was recruited to serve on the City’s Fair Housing Committee. Later, I was appointed to the Boston Employment Commission by Mayor Flynn. Then Mayor Menino appointed me to chair the Living Wage Commission. On a more technical basis, I also served as a trustee of the Ground Water Trust. You probably had something to do with my recent appointment by Mayor Wu to the Air Pollution Control Board.
Auntie Kay used to tease me about learning real estate development by volunteering for South Cove Facilities Foundation. It all started because Bob Kenny, before leaving the BRA, promised to give you the Pine Street Inn (on Pine Street) to be converted to a Chinese nursing home (subsequently Parcel 7 in Bay Village and then settling on the Shawmut Street site in the South End). Then you and I visited President Bill Bulger in his office, getting him to promise creating the 705 Program to build Tremont Village as public housing (after Uncle Bill’s phone call to his army buddy, of course). Then we served together on the CCBA Negotiation Team dealing with T-NEMC, resulting in 50 Herald Street being donated to the community to provide affordable housing. Soon after, we got $3.8 millions of direct linkage from Joe Fallon to Waterford Place; the City's deeding the original Josiah Quincy School to CCBA; the BRA designating 87 Tyler Street site to AACA and KKCS; etc. etc. The center piece was One Lincoln’s millions of grant dollars to the Chinese community, through the Chinese Investment Group and Chinatown Charitable Trust. Even recently, you still reminded me of our driving to New York City years back, with Auntie Kay and Anne, to meet with Ambassador Dunn to convince him to release the $160,000 grant for Kwong Kow Chinese School from Taiwan. We assured the ambassador that Kwong Kow was (and still is) a legitimate, transparent public charity having IRS tax exemption recognition.
Uncle Frank: At the funeral for Anne, Mrs. Angela Menino assured me that Tommy would be looking after her up there. I am quite sure you and Auntie Kay, Anne, Mary Soohoo, and Tommy are having a good reunion up there now. I wonder who is picking up Chinese food though?
So long, Uncle Frank. Till we meet again, when it is my turn to pass through St. Peter's Gate!
Paul

Sorry for your loss. I first met Uncle Frank during Crime Watch. Although I didn't spend a whole lot of time with him I did pick up certain things in terms of working with people, perspective and approach
..that I actually use every day. I remember clearly even if I did something small for Kwong Kow or some last minute lion dance or other favor, he made a point to shake my hand and thank me personally and sincerely with respect, even if in another aspect of life we might be in disagreement over something. It costs nothing to do that extra handshake but I still remember his 20 years later. Nobody will really fill Uncle Frank's shoes in Chinatown, though he opened th door for others, including Mayor Wu, to carry on the torch. He held a place in the fabric of the consciousness and soul of Boston's Chinatown. Times change, neighborhoods evolve, new generations bring new "heroes among us" But there won't be another Uncle Frank. He was one of those figures that you basically assumed would always be there, continuing to put in the work decade after decade. It's a loss for the Chinatown that I grew up in.

I was the CEO of Tufts Medical Center from 2004 to 2011. Uncle Frank and his family were so warm and helpful to me and to the mission of the medical center. We had a strong relationship and I will always be grateful that I knew him. He had a unique way of bridging the community and he will be hugely missed. May he rest in peace knowing how much he contributed to make his community a far better place.
